Avoid creating a translation job when there are no strings to translate

Default values are not included in the Smartling translation, and that can be confusing. The user can't know if the value is a default value (not going to be translated) or coming from base locale (going to be translated).
If the page has no translatable strings, we avoid creating a translation job and let the user know. We need to update how we handle default values so they look more like placeholders and are distinguishable from a value that was explicitly set.
